Correct. It's not a dependent condition; you'll also continue to lose credits even if you are unable to draw cards.

So...a card is maybe more valuable than a $1 due to econ bursting. But I think in most decks I'd rather run my good friend John Massanori over this. In crim there's also Mr. Li who doesn't get much love lately but is a pretty effective deck smoother.

Am I wrong to think that since the credit loss happens in the same window as start of turn drip econ, you can choose to "lose the credit" when you have no money, and then gain money from your daily cast/underworld contacts?

That should be the case.

Dr Lovegood can save you 1 credit a turn!

Since the card is drawn during the corp's turn, it has the nice benefit of pushing you up over your maximum hand size at a time when the corp would normally be stringing together kill combos.  The certainty of card draw at the end of your turn also makes 4th-click runs marginally less risky. Zeroing your credit pool and getting your drugs for free is attractive, but without a very specific economy or very specific breakers, you'd be hamstringing your ability to hit hardened servers.
