So, yeah, I'll be switching one or two copies of High Risk Investment for this in my Titan Transnational Space Ice deck. See how that goes.
Only if the runner is sleeping. But that's not to be expected. Typically, you use it to advance ICE protecting that server, in order to be able to score it the turn afterwards.
Now that Dedication Ceremony is available, this card is definitely brighter
