Love it. I don't even care if it's good or not. I don't even care that it's actually somewhat expensive. Totally worth it. Also, not unique, so welcome to the shooting gallery! Yes, yes, unlikely to happen, but just think of the sheer awesomeness that one time you managed to pull off two or three of these pre-advanced and all triggered back to back. Legends have been built on less.
Fundamentally, this is a style card. It has enough cool factor to somewhat compensate for its awkwardness to play. It's kind of a timmy-spike card. Timmy likes the cool factor, Spike likes the direct aggression.
By the numbers alone, Contract Killer is not very efficient. Further it will only rarely truly matter; particularly if the corp uses the meat damage option. If the trigger doesn't flatline the runner, the corp invested 4 clicks and $4 to cost the runner 2 clicks worth of drawing back up. Of course, it can be played opportunistically in tandem with the other usual meat damage cards to help snipe at the runner and deplete any mitigation such as Plascrete faster, but generally speaking Contract Killer charges a high price for 2 damage.
The better play will generally be to go after expensive / costly / annoying connections. A loaded Kati, a busy Supplier, a ProCo (if anyone is still playing it). That sort of thing. Make it cost the runner something significant that represents sunk costs, such as draws, tutors, clicks, install $, etc.
There are other ways to go after connections, but in a Weyland deck with some degree of flatline intent, this card is far from the worst possible choice.
But in the end, analysis aside, a given player will either feel like there is some value in being able to ping the runner without needing to tag them first or wait for them to make a run and consider this card for its intangible merits (bullying and trying to tilt the opponent), or they'll feel like advanceable assets are too awkward to set up and play and give the card a pass.
