It's the first card that allows you to manually derez a card without destroying it. Maybe to eliminate Parasites or further advance your Haas Archology AI? You could also derez your Adonis or Eve Campaign, right before they run out.

First thoughts of this card was "what is the idea of derezing cards?" but now I see the point.
Could you open this one for me, please? I have a hard time of grasping the meaning of this combination. I am sure that when explained for me, I will see the meaning of this sentence and I would gain more experience with this game, its mechanics and the possibilities it presents.
Very interesting effect, but in most cases advancing something to ultimately derez my own stuff is a really big tempo drain. There are some notable exceptions such as recycling spent assets, but outside of those cases it seems like planning for failure to me.
9 games out of 10 I think this would be a totally dead draw. Also, I don't see how this is Anti-Parasite, since due to the timing structure of a turn there is no window to use Test Ground prior to the Runner installing Parasite, and once installed Parasite remains on the ICE accruing tokens, ready to kill it as soon as it's rezzed.
It does? I assume that when the installation requirements are not met anymore, Parasite is trashed.
Nope. It's covered in the FAQ. Once Parasite is on a piece of ICE it stays there, rezzed or not.

Corp has a rezzed Code Gate on a server.
Runner plays Spooned as an event to begin the run on that server.
When the Runner approaches the Code Gate, derez the Code Gate.
Enjoy watching the Spooned get discarded without having trashed a piece of ICE. Sure, it derezzed a piece of ICE. It did not trash it, however.
RE: Eater -- Whenever Eater is used to break a subroutine, the Runner cannot access cards on that server; however, on Archives, if it breaks a subroutine, Eater allows the Runner to turn any face-down cards face-up without accessing them, thus disabling many Archives traps. The ability to derez early ICE with this card can be important to prevent this flip from happening. It's generally an edge-case, but it is the heart and soul of any Industrial Genomics strategy.
It's anti-Parasite any time the Runner can't get an instant kill with Parasite.
* Runner plays Parasite on ICE that cannot be destroyed until the subsequent turn.
* Corp derezzes the ICE
* Parasite sits there until the Runner chooses to trash it
* Corp rezzes the ICE again next time through (after the Runner has given up and trashed the Parasite for recursion)
* If the Runner does not give up, treat the text of this card as "derez one piece of ICE to remove a Parasite from the game; reduce the Runner's MU by 1."
If you think that game of Parasite chicken is fun for the Runner, feel free to ignore this card, but you might want to consider how this messes with the tempo and repeatability of Parasite recursion. Otherwise please, when you play me, leave that Parasite on one piece of derezzed ICE forever, "ready to kill" a piece of ICE the Corp will never rez again.
If a Parasite is only taking out one piece of ICE in a game (in this case by leaving it permanently derezzed), the Runner is probably losing.

Since Eater came around, certain actions have become very hard to follow or understand (with other cards that give other kind of shenanigans). Mostly these things can be learned by watching other, more experienced players doing something new and exciting (using clone chip during mid-run to recycle parasite was a bit of surprise for me for a while ago) and since I can't watch you or other demi-gods play, I have to try to understand through this media.
That's an interesting use case. Please report back later on how that turns out during play?
So, I think Meadbeard has made a case that this card has some utility in some IG decks. How about outside of IG?
Mmm... interesting idea, but the Corp has then nonetheless paid to rez the ICE, paid to derez the ICE, and then paid again to rez the ICE (operating under the twofold assumption that the Runner does not trash Test Ground prior to installation, and then trashes the Parasite once installed).
The way I see it, looking at the double rez cost +1, it's as if the Corp has played Running Interference on themself. Yes, it disrupts the Runner's strategy by forcing an install to get rid of their dead Parasite, but it is equally disruptive to the Corp on a financial basis. Do you really want to pay a bunch of credits, spend a bunch of clicks, and rob your ICE of utility, just to dud a Parasite or two? I mean, one way of looking at it is that if it's prompted you to de-rez an expensive piece of ICE, it's already done its job.
Outside of extremely specific cases (like the Eater scenario you describe) I don't think this will be a useful card. I'm keen to be proven wrong, but I'm just not seeing the value.
Duly noted: I see this as more of a disruption card than anything, combined with other recursion hurdles. By itself, the card is pretty "meh," and I'm even going to have a hard time getting into my IG deck with that 2 influence, (I already have ways of handling Eater running Archives that are pretty reliable -- Swordsman; Himitso-Baku, et al.), and my influence is spent on important cards like Ash and Blacklist . . . then again, I could redesign my current approach with this card, which is intriguing . . .
but I do think it has a place in the right deck: Janky? Yes.
Possibly annoying and disruptive when layered in with things like Chronos Project, Student Loans, Blacklist . . . even Midori to control the trash timing? There's a new piece to that in this card.

Or maybe derez Elizabeth Mills, but there a better ways to get rid of Bad Pub.
Perhaps, but once the ICE is derezed, you can purge viruses (which could be done through Arcology or Efficiency Committee) which buys you a bit of time before it gets trashed.
No one mentioned Chimera.
There's some situational-early-game-moving-target jank where you'd rez a Chimera to bounce the Runner; then the Runner installs the breaker to get through the Chimera, and you de-rez on the approach to re-rez as something else . . .
womp womp, Runner, and it could land you time to score; total luck combo though.
Lily Lockwell can now also draw 3 more cards, which isn't terrible.
Given Data & Destiny is out now, it should be good to mention that Test Ground might do some work for Spark Agency. An obvious choice given the rez condition, it is a good addition to the advertisment asset economy, allowing you to trade advancements for refreshing economy and Runner draining. Still this card cries for Shipment from SanSan, just place it behind some taxing ice to bait a run, then trash it before being accessed to restart your Launch/Eve.
Additionally if you have Product placement in the same server or anywhere you don't mind showing it, rez one on approach, then derez it with Test Ground to tax the Runner good next time.
