I can see this in front of a Universal Connectivity Fee or Information Overload. In case your Data Raven got femme'd.

Plays well with Crisium Grid.

Uuuuh. That is a fantastic idea. Both cost only 1 influence, so that's a very versatile combo. I misread the card text as "When this run ends". So a barrier behind it is enough to let the tag stick.

So, definitely not a 3 of. You don't really want to see one of these in your opening hand, typically. It is most effective in front of ice that will stop the runner; Caprice and Nisei Mark 2 could work also. So, midgame ice. 0 rez is nice, strength 5 is nice, 1 influence is nice...but the limited usage of the card is not as nice.

 

Can certainly be put to good use, but requires supporting cards and participation in a larger game plan.
