Although you can't immediately follow up on those tags, the runner must now sacrifice his turn plus 8 credits to get out of the danger zone, which is extremely taxing. Play it in Sync to let those tags stick. Watchdog and Information Overload are your friends.
Extremely potent card. Play with a Zealous Judge installed, then rez the judge. Under most circumstances the runner cannot remove all four tags and trash the judge in one turn, and must begin your next turn tagged. Or, of course, play it when the runner is down on credits.
