This card could form the basis for a Corp deck which tries to draw the game by removing agenda points from the deck and recurring its own cards to avoid milling death!

Do you mean by removing agendas from RnD or Archives? Ark Lockdown targets the Heap only, so only cards in the Runner discard pile. There is no way an agenda will end up there.

And the correct way to do this is to name 'Parasite'. You know.
