This plus Surveillance Sweep will really make the first trace each runner turn hurt, but they still get to choose which trace that will be...

The better Use is Hard Hitting News: The runner has to spend 8 credits before they start seeing any chance of escaping the trace.

 

edit: nevermind, this credit count was calculated with a Surveillance Sweep in place and using the 0 link effect, basically thinking HHN was a run for some reason...?

Surveillance Sweep only affects traces during a run.

 

I'm not sure how you come to the conclusion the Runner has to spend 8 credits on Hard-Hitting News. Let's assume we play HHN and we don't increase the trace. Because of Net Quarantine, the Runner's base link strength (let's say 3) is reduced to 0. He now has to spend 4 credits to escape the trace. However, because he has paid 4 credits, Net Quarantine returns us 2 of the 3 credits we've spent to play HHN.

 

So we've spent 1 net credit to let the Runner lose 4. That's like Reversed Accounts.

 

Edit: It's even better in Making News. Use those 2 recurring credits to boost the trace to 6. The Runner then has to spend 6 credits, while we have spent 0 (real) credits.

Wow, forgot this part as I was looking right at it, never mind. I was calculating Hard-Hitting as starting from 0 link, hence 7 credits to pump gives the corp 3 to tie the trace, 8 also causes a tie, once they pay 9 or more they start to outpace the corp, but all that is moot now.

It might be worth looking into making a heavy trace deck to use this as a good economy booster, though.
