Generally, inside job is just better, but I did swap out -1 inside job for +1 bribery in my Express deck. I've played it a handful of times now and about half the time I wish it were inside job, and the other half of the time its pretty awesome.
Basically, the scenario wherein this is stronger than inside job is when I want to run a sever where the outermost piece of ice is rezzed and is weak (such as pop up window), and an inner piece of ice is unrezzed, and the corp is low on money. So, pretty conditional but this is a game state that does occur often enough that the one-of in a Crim deck with Planned Assault and Same Old Thing isn't entirely out of the realm of playable, IMO.
