Do I have to succeed in the trace1 for having any subroutines? ´Cause it´s otherwise really credit heavy for me to rezz the ICE and to land a trace1 + credits. And even if I do, still a piece of cake for faerie.
Still my favorite NBN ICE. Perfect with Corporate Troubleshooter.
All the ice cares about is how many tags the runner has. So if the runner has no tags, then yes, you will need to succeed at the trace, otherwise it will be a blank ice.
Information overload really shines when the runner has 5+ tags, at which point, it becomes too expensive to repeatedly break (barring faerie recursion). The card is really designed to go hand in hand with Midseason Replacements.

Sometimes you just need to install Information Overload in order to scare off the runner (him using exposing abilities).
It's brutal in a Midseason tagstorm deck. It deconstructs the runner's entire rig.
