So I've seen this card pretty much rated as low as possible by multiple unaffiliated groups...but it seems quite powerful to me...infinite clone chips anyone?
If you use this to stop Clone Chip from being trashed, I believe that you are not allowed to resolve Clone Chips' ability.
Correct. It's in the FAQ under 'trashing as a cost'. If you don't trash something which has a trash as part of the cost to use the ability, then you have not paid the cost to use the ability.
I don't see any reason to take this with you when Sacrificial Construct is also available.
