So this is 1 extra credit per ice encountered, or 1 extra credit per subroutine broken? Just want to clarify, but leaning towards the first scenario.

the way I read it, it says each time an icebreaker is used it costs 1 extra. Seems pretty great if I am in fact reading it right

This + Hive on a Tag'n'bag (that doesn't try to score)... That's just insane tax, even for Femme! (Unless they use Morning Star). They did? Will'o'the'Wisp! :)

pretty sure this doesn't affect the Femme fatale, she pays credits equal to the ice's subroutines to bypass that ice, not actually  breaking any subs

Yeah, but the runner's still paying 5 credits to get past a full-strength Hive. That's what I meant (not many other ice can boast that!)

I don't think that's how the wording goes.  I believe, when you break subroutines, you do so simultaneously.  So, it would be one per ICE (which is still insane).

You're wrong. You break subroutines each time you activate an Icebreaker ability to do so. So Corroder breaks 1 subroutine per activation, Battering Ram breaks 2 per activation, and Morning Star any number per activation. That means if you're breaking Hive with Corroder (when the Corp is at 0 AP) it's costing a whopping 11 credits.
