I don't understand the low rating for this card. As someone who primarily plays corp, it seems terrifying that for a single credit a runner can ignore any unrezzed ice protecting the server. As more and more illicit ice and bad publicity cards come out, it feels like this card will almost always find itself coming in handy.
The problem is that against corps that don't regularly take BP this card is useless since there isn't good/easy ways of giving the corp BP at the moment.
I've been spending the last month trying to work out a decent BP deck. When I've managed to win, it's been with an unexpected Blackmail, or a whole cascade of them. Despite the scarcity of reliable BP, Blackmail is essential to making a BP deck work.

I just scored my first win using a Chaos Theory deck. The spine is power draw into a NACH + Activist Support, build up HQI and RDI and econ cards, and then only ever run with Blackmail, on unprotected servers, or against single-ice servers with Omega installed. Once it hits top gear, the Corp can only stop it through clever hand management or mind games. In theory. I only won that game due to a really bad draw on an ABT. But I Blackmailed my way in, so it's cool.
This card works very well with Same Old Thing and Levy AR. Never run unless you have one in hand, and the corp can never rez ice (except by Accelerated Beta, Awakened Center, or similar). Keep a few Emergency Shutdowns around for that.

Now, the probem with "never run unless" is it seems to let the corp score at will--but it turns out you will have one fairly often.

It's not broken now, or at least I haven't seen the "magic combo," but it seems closer than anything I've seen yet to enabling one of those old-school MTG autowin decks--one card away--and FFG is going to have to be careful to never publish that card.

If I'm understanding both the cards.. I can use Same Old Thing in order to play blackmail from the heap without needing for the corp having BP am I right?
Or because it says "Play only..." you cannot use Same Old Thing in order to play blackmail?

You can use Same Old Thing to play Blackmail from the heap. Since you'd be playing Blackmail, the corp would need to have at least one bad publicity. Nothing about Same Old Thing states that it ignores conditional play restrictions on events.

 

If you use Same Old Thing with Emergency Shutdown, you still have to have made a successful run on HQ that turn. If you use it on Surge, you still have to have placed a virus counter on a program that turn.
