Reminiscent of Data Dealer, forfeit an agenda for economic benefit. I think a Noise Mill deck can appreciate the agenda forfeiture for econ trade, since you can win by bankrupting the corp's R&D.
I must be very much undervaluing bad publicity, its asking me to trade 2 clicks and a bloody agenda (how I win) for a bad publicity. I know bp is good, but that good?

Right now, I agree. BP is overcosted. But I'm sure there will be a card to exploit bad publicity. Maybe similar to tagging to the runner and scorched earth. I'm guessing there will be a BP+Mill from anarch faction.
Score a Notoriety, then cash in it for a BP... Could be decent.

Theoretically you're not wrong, but Notoriety says:

Play only if you made a successful run on R&D, HQ, and Archives this turn.
Add Notoriety to your score area as an agenda worth 1 agenda point.

You place it in the score area as an agenda, so it can be forfeited as one as well.
This is definitely one of the worst cards in the game

I'm sure by the end of the spin cycle there will be a card that does some major damage to the corp for having bad pub. If such a card comes out both this card and Elizabeth Mills become more valuable.
Either that or perhaps in the future there will be an agenda that actually hurts the runner when it is in the runners score area. In that case Frame Job and Data Dealer might become useable?

Data Dealer is ALREADY usable. I've even taken to calling it 'Crimhack'. It's an in-faction alternative to Stimhack. The main difference is it's more about denial than scoring. You forfeit an agenda to steal the one the Corp is trying to score when they think you're too poor to steal it. Worst case you lose two points to stop the Corp gaining any, but I'd never sack a 3-pointer to it, so realistically you lose one or nothing to stop the Corp scoring, preserving your position.

Blackmail is the only one that comes to mind for me, but you'll have to be really psychic/dominating your opponent to know you can forfeit 1 agenda point (best case scenario) to score a bigger agenda for a net gain. (And if you're dominating your opponent, I feel like you could take do without* the bad pub and run normally anyway)

Also look at the upcoming Raymond Flint. Combo him with a loaded Nerve Agent or some HQ interfaces, and even if you're locked out of HQ you can still steal Agendas with Frame Job ;)

I am surprised that there haven't been additional discussion about this cards possibilities. I use this to counter Shi.Kyu and it could be used against Domestic Sleepers as well.

Indeed. It also works well with News Team, Domestic Sleepers, and Fan Site. It's a decent "one-of" in the right deck, especially with things like "The All Seeing I" on the horizon.
