main problem is that "ignore all costs" rez techniques circumvent this totally, and many decks are built around that particular mechanic.
The beauty of the Caissa programs is that, while the Corp can get rid of them, the only way to do so is to trash their own pieces and with Runners having plenty of ways to get pull programs out of the Heap, it's a winning trade against the Corp for key pieces of ICE.
That sounds so much like it's referring to Chess.
The other thing to consider is the likeliest place to host Rook is the ice nearest the server, (unless there's a clearly superior ice that's rezzed or previously exposed) so Rook's movement rules will allow you to re-host to any server with at least 1 Ice. Jinteki especially is likely to have their best ice nearest the server, as trap ices get trashed after use.
Check the rulebook and FAQ entry on Hosting: if a host card is trashed, anything hosted on it is trashed as well. This cannot be prevented,
