The Quote on this card mentions 'Urban Renewal', which is what the original version of Scorched Earth was called in the first version of this game over a decade ago.
I don't think it works like this. Since this is a paid ability with a click cost, "it must be triggered as an action" (per the core rules), i.e. in step 2.2. Seems to me he would have a chance to take as much as he can off in the same window as you would rez her, before being able to use her as a click action.
