Would have been better as an NBN card.
Loss of credits, clicks, and tempo can be great early game. That being said, it is very situational and difficult to use. Especially if the runner forces you to rez ice on their turn.

Sure but how many resources out there are you even going to want to hit with this? A loaded Kati, maybe proffesional contacts if the runner is broke. Most of the other resources are so cheap that you have to spend a lot of money to win the trace and then the runner just reinstalls the resource the next turn. If you could make this go off at any time then yes it would be a pretty effective anti-Kati and the runner would have to be extra careful in leaving their Kati loaded up with tons of credits. But as it stands now the card is way too fringe to put it into any decks except for the exceptionally anti-resource decks (if those even exist).
If your meta is heavy on resources this is a decent way to hit them in HB, as there aren't any good ways to tag in HB (ichi is good card, but a bad source of tags).
It's niche, but it could have a use. Maybe the Beta-test version of Cyber-kitty will be more powerful.
