correct you do not encounter ice until it's actually rezed

Yes, you do not encounter ice until its rezed, but you can jack out after the first approached ice (check up the faq) so this card is worthless if they don't rez the outermost ice. This is clearly only to soften the face check.

So making a run against a server where you know you can take on the ICE already rezzed but you are not sure if you can take on some unrezzed piece, and thus making an escape for yourself, is useless?

Not useful enough to warrant any deckspace in my opinion. I'd almolst always rather have FAO/Infiltration.

Good against Sundew. May well see other similar cards in future.

Also lets you jack out halfway down a server, as long as it's still the first ICE you encounter. For one credit, I don't think that's bad.
It's not bad by any stretch of the imagination, but the question is if it's good enough in a faction that is already packed with great events. My answer is no and I don't see this getting played out of faction too often, even if it would cost only one influence, let alone two. We are past the point now where it is enough for a card to be just good.

Good against Sundew isn't really a point (yet) either. There would need to be more cards that punish you to use your clicks in a certain way. Sundew isn't good enough by itself to dedicate any deckspace to counters in my opinion.

I'll agree with that - until we see more of Sundew it'll be hard to judge it's strength, but even then it's unlikely anyone will include a counter JUST for that card.

Will be very interesting to see what similar effects may come about. Do one net damage unless you initiate a run on this server? Take a tag? Lose one (or more) credits? Hell, if we start to see a lot of card that punish you for not running on your first click, even Hard at Work might begin to approach usefulness.
Actually this card has a very specific use in an ice destruction deck that runs little to no breakers. It is very useful in that case to get a parasite on a piece of ice safely

Not really anything Inside Job can't also do - I'm wondering if we're going to see some kind of 'anti-bypass' ICE to put out as first-layer ICE?
With Inside job the corp is really disincentivized to rez the Ice because the runner will just bypass it so rezing will accomplish nothing. With Recon if they rez the ice they know I will jack out so they will want to rez the ice to end the run. In my ice destruction deck if I have a parasite in hand I want the ice rezed ergo Recon is better in this case. I won't argue that Recon is better then FAO (because it isn't) but until the day we can run 4 or 5 FAOs in our decks I'll keep Recon

It's a nice card for Adam, that's for sure. Your first click must be a run anyway, so you can simply face-check without taking any damage or wasting two additional clicks by using Always Be Running's second effect.
