It's not necessarily power creep, in that cards are not unique things. Snowtrooper Vanguard is the powerhouse of the set (designwise), like Tarkin for the Ultimate Power. Compare Motti to Communications Officer. Strictly better - because he's in a different set. Limit 1 per objective deck is also a drawback.
Also, "discard the top card of your deck" isn't really a bad thing at all. Unknowns are unknowns either way, it being discarded is virtually identical to it being on the bottom of your deck. Discard the top card also is likely to bring to closer to an important card, not just discard them. It's not double edged, it's just good.

Even top players seem to fail constantly on this topic. They just look at the good card they just discarded and cry "oh god what have I done?!" They are not that much inclined to say "Great I got rid of this crappy card and also got one force icon for free!" when it happens.
