If I bounce this unit into the engagement via Bait and Switch, is it "declared an attacker?" Or does this by pass the reaction?

No. Effects that declare units as attackers or defenders specifically use that wording (see Imperial Raider for an example of that).

So if your opponent doesn't declare defenders first via Dice's ability, can you still pull a defender out of the engagement if you attack first?

No, because you will have declared this unit as an attacker before they have the ability to declare defenders.

 

If you use Dice, they will have declared defenders before you declare attackers so you can boot somebody eligible out. Without Dice, you can boot one of their attackers out of an engagement which is really useful if DS is trying to close the game out.
