Can Obi Wan kill neutral units?
Yes, any neutral unit can be targeted by his ability unless prohibited by their game text.
Yes. Neutral units do not match the affiliation card, even if they do not have one.
Does his ability trigger when he is destroyed or sacrificed?
Yeah. Its an interrupt, not a reaction.
