I'm not entirely sure about that. While his robes are similar to Revan's, his breast plate isn't as pronounced as it usually is portrayed, while on the other hand this guy has added shoulderpads. Most notably, Revan wore a full facial mask and not a rebreather apparatus as this Sith seems to be using. In the end it could all come down to artistic license, but there are as much indications that it isn't Revan as there are indicating he might be.

I think he looks like Darth Malgus, and the guys getting tossed aside look like Old Republic guards from the decieved video.
