Hello! New here to the boards and to the game, so I have a rookie question. The term "target enhancement" on this card, I am assuming it is referring to an enhancement of your opponents that you get to discard?
Yes. The word "target" is there to indicate that this counts as a targeting effect - this matters for cards whose effects don't allow them to be targeted by other card effects.
And actually it doesn't have to be an opponent's enhancement. There aren't many situations where you'd want to do this to one of your own enhancements, but some exist.
