There is nothing stopping her from Reacting even when you have no defenders right? For example, my opponent attacks, I declare no defenders and then they play a edge card into the edge battle and win it by 2-0, can Guri then React and enter the engagement.
Sounds about right, however you are hedging that they will put a card down, and that it will have two or more icons.
That's correct.
Which comes first: Fate card resolution or Guri's reaction?
First, cards are revealed. Then fate cards are resolved in order. Next, icons are counted to determine the winner. So Guri's reaction is last.
You can choose another participating unit, so if you have someone with black tactics (ex: Xizor, Boussh) you can stop even that one unit Guri wouldn't be able to kill right away.
One thing you need to get acclimated with right away is that the cards do exactly as they say. If this card was meaning Guri strikes first, the text would actually specify that "Guri strikes first in this engagement", it does not say that, it simply says YOU strike first, which means you get to strike with anyone you want first.

I just noticed this after so much time! Practically makes her a get out of jail free card, especially with her objective out, if paired with a tactics unit.
