so if I have Han out as a unit, can I then focus this obj. to attach him as a pilot; or no since he's already been played as a unit.

Yes, you can. That's exactly what the objective does. Especially useful if you can get pilots in play for cheap via Well Paid and/or pilot resources. Attack with the pilot and then use the objective to make it an enhancement to buff a vehicle. Han, Leebo and Tycho can be particularly good at this thanks to their tactics icons.

Just to clarify, is a unit only considered "controlled" by you if it's in play?  What I'm really getting at is could this be used to play a pilot from your hand?

Even easier than that: effects can only affect game elements that are in play unless the specifically refer to the out of play state.  Since Bucket o' Bolts doesn't specifically refer to your hand, it cannot affect cards in your hand.

Question: If you use this objective to turn a unit into an enhancement, does any damage on that unit automatically fall off?

Damage (and focus tokens) stay on the card when it changes from a unit to an enhancement.
