The card itself might not be the best, but just think about how great that flavour text is!

This card is great. If you have an awesome unit focused out with no hope of return, you can get it back. If you need to reduce the number of your units to meet requirements for shields, hold-out blaster etc...
Wouldn't call it great, as you have to pay one to do... nothing by itself.
Can be a great combo card, but then you need extra pieces on board or in your hand.
I think it should be reaction to something, not an action.
