I think Bureaucracy is generally better. Granted I'm not the biggest fan of Counsel.
It all boils down to two things IMO:
-Do you need the extra resource? (Counsel has 2 to Bureaucracy's 1)
-Do you need the Twist?
Going for 1 and 1 works really well.
Many top decks run 2x Counsel and 2x Bureaucracy to great results.
I don't like so many purely support sets because you may be in big trouble if you don't get to put Vader/Palp in the table. Support sets fall flat on their faces when they have nothing to support.
The bottom line is: make sure you have enough main threats to make all the support cards a reasonable inclusion.
My best sith control deck currently runs 1 counsel with 2 bureaucracy. I think its really strong with 2 because if you get both of your sates, you can create a continuous recursion loop for your kill cards. Every time sate dies, I retrieve my other sate from the discard pile. They replay him to get back a force lighting or aggression. This costs a few resources obviously, but being able to kill a main every turn is pretty sick. I also splashed in 1 cruel interrogations pod so I could loop the interrogation card to pick your best unit out of your hand turn after turn. I'm not crazy about the event in the pod because I want those kill cards in my discard pile to retrieve. Its great to put the holocrun back into my deck since sate cant grab that.
I've been having good results with this deck on OCTGN, but I haven't used a single card from Thrawn's pod in any of my games. I never draw Thrawn, and the other cards are just edge fodder or discarded for a draw. I'm thinking of going pure Sith and just doubling up on Bureaucracy. Thoughts?
It shouldn't have a huge impact either way, but Thrawn does have some trouble due to Mystics anyway.
If you do make the change, it's probably a good idea to pick a set without a limited resource, or none at all. You already got quite a strong economy with 2x Libraries, 2x Temples and 3x Advisors.
1x Reawakening could be good here. Neutral sets like Recon Mission and Mission Command are good fillers as well.
