Mono Sith Control

Counsel is more straightforward and overall more stable. Killing Cold can be very strong if you can play an early Executor but there's a lot more luck involved there.

I would pick 2 Counsel, though 1 Counsel and 1 Killing Cold would be a very reasonable choice as well.

Main reason to not go 2x Killing Cold is that the event is too situational (still an edge powerhouse, so no big deal) and Icetrompers are either hit or miss depending on matchup, so having 4 in a deck can be a little too much.

There may indeed be times when you draw more than one Library, weakening your deploy and edge, but with the Emperor, Vader, Mara and the Executor in the deck, you simply need resources.

The other route would be to look for more 2-resource objectives and units with resources to not suffer so much from the 'Limited' word. Scouring the Empire has both.

double counsel is always good.   Double heart of the empire is another great set, that is very good against the myriad of jedi decks going around these days.  I personally have lost a little bit of faith in mara these days as I have had kyle ruin my day too many times.  then again, the executor set has fallen off for me as well, but I might start playing with it a bit more again now that the survivors has really done a number on vader and his ability.....

Personally, I'd go with double CotS, but only 1 Mara (lots of options for the final slot then).
