    Interesting, it looks good on paper but I'm not sure how it would go in practice

    I've tested it twice on OCTGN so far, it's okay but definitely not as good as sith control. You need to mulligan into a couple of resources turn one, and then leave nar shadda open as much as possible, it definitely shuts down sleuths.

    I'd consider dropping shadows on the ice for a generals imperative, but the free was pas and succumb to the cold can keep a guy shut down until nar sharada is back.

    Could definitely put in different objective sets, that set is mainly there for spice visions and the objective itself. I have found the thugs to be helpful in getting some damage for Colonol Starck or turning off some while undamaged objectives. I started this deck with 2x Imperial Command and 2x Thugs trying to fit them into the a deck. I've found the only time I can afford the three resources is with Imperial resource hoarding. The objective is just really nice for shutting down the current LS meta (sleuths/blockade runners), especially if you can get a damage on raise the stakes. Again, only tested it twice but it was fun both times.

    The reason I ask, is if the thugs aren't a big part of your plan, Navy Affiliation might help with any resource woes. If you want to stick with Scum, maybe go one Nar, one Bib? It reduces dead cards, adds a big resource, maintains spice vision count. You do lose a fate card, though. And the Gamorrean can block sleuths. :P
