Since False Report and Against All Odds are restricted now, maybe consider 1 or 2 copies of Raise the Stakes as replacements? The Blockade Runner is a super-Sleuth and benefits from all of the same synergies. The support cards like Swindled and Smuggling Compartment also help your Scouts get through to their targets (and draw you cards).
