Outmaneuver is excellent with Freeholders and getting them into play via Falcon is a huge effect. I see no reason not to play 2 x False report here...
Besides, FR has 9 force icons in the objective set
2x Han
2x Lando
2x Falcon
2x Freeholders
1x Dash
1x Raise the Stakes
Definitely want to have 2 False Reports in there, so that if/when it pops out in your opening flip, you can safely bury it and still have another one to come out during the game. I put Dash's pod in mostly for the objective. Lots of guys running big DS units in my meta, so the extra damage when they only send palpy in to block is helpful.
