When this is played in a Finn deck - can anyone equip or have the weapon redeployed to them?

I believe so. The villain restriction is for deck building purposes. Finn overrides this restriction for Red, Villain, Vehicle and Weapons.

 

The card itself can be played on any character on your side, as it has no play restrictions.

 

Someone with a rulebook more handy may have a better answer.
