I don't think you can play Strength of Arms because Gandalf does not have the printed Leadership Icon.

Yes, you can, from the top of your deck. Read his text: "...Gandalf is considered to have the PRINTED Le, Lo, Ts and Sp icons" .

(Usually it gets there with help of the Pipe.)

Interesting...I guess I didn't consider that the effect would persist throughout the whole resolution of the card that you played but I guess that makes sense.

It really works like that. And it has a lot of cool advantages. You can for example play even Burning Brand on Gandalf if you play it from the top of your deck. 

One small personal gripe: you call it rohan (2/2), but there's not enough rohan in the deck to justify that title. it's all about gandalf and ents.

now that that pet peeve is outta the way, it looks pretty solid. I love the gandalf/strenght of arms exploit and while i personally would go straight leadership so as not to waste deck slots on the song, the versatility of going lore can be useful i suppose.

If you see Rohan as an area, not a nation, than Ents actually belong to Rohan (or live at the border). And I used ALL leadership Rohan characters currently in the game. And I tried to tell a tale about Theoden beeing saved earlier and saving his son, so big G was given. I can see this deck working with Grima or Imrahil instead of him, feel free to modify. ;)

It is, excellent card draw of treasure-hunter (or taking into your hand, avoiding card draw punishment) and some healing is really what this deck needs.
