A deck that abuses Gandalf's ability to see the top card of your deck to get expensive allies into play for cheap.

This deck requires that the resource engine gets going early to be successful. Mulligan if you don't see Gandalf's Staff, or Steward of Gondor + Wizard's Pipe.
Once a few of the key attachments are in play, you should be able to use either Vila or Elf-Stone to get some expensive allies like Radagast into play for just a few resources. Radagast makes an excellent target for a second Wizard's Pipe or Word of Command, and he helps to get an eagle swarm going (or to heal an existing eagle army once they start to take damage).
The other major priority of this deck is going to be getting some action advantage, especially on Elrond so he can use Vila and still commit to the quest or defend. Gandalf typically hangs back to attack or defend as needed.
The star of the show is Galadriel. She helps to get those important attachments out of your deck and set up your deck so you can take the most advantage of it. If you drop two Galadriels early enough in the game, use Will of the West and shuffle them back in to have another go.
As the game drags on, you'll end up with a few useless attachments. Use Protector of Lorien to discard them. Protector of Lorien is also particularly useful in the early game when you've only got two heroes to cover all the bases while you're setting the engine up. Attach it to Elrond and discard as many cards as it takes to succeed on the quest. There's plenty of card draw with Expert Treasure Hunter and Gandalf's Staff floating about, so don't be afraid to discard a bunch of cards at once if the situation demands it.

Liked your idea but found that Galadriel is more powerful as a hero.
