Nicely balanced. 0 for 2/2 with a downside is the baseline, this is 1 for 2/2 with an upside (surprise). Decent.
Silly that they even bothered to print that 3 on him. He doesn't even have a hammer, so there's no upside to paying full price for him. If he had a red 1, he'd still be deep struck most of the time (but then there's be an actual decision to make).
Reason for printing cost 3 is that he cannot be targeted by abilities that target printing cost 2 or lower
Yeah, he would be much less attractive if his printed cost was or 2. This gives you a cheap unit who's immune to all the weenie hatred.
I guess that's true. I suppose it's a tradeoff between the protection that a higher printed cost entails vs. actually having the option to play him normally if you wanted to (which will happen maybe 0.01% of the time with a printed cost of 3).
Given the lack of command there's never a reason to play this card conventionally, unless you really desperately want to prevent your opponent triggering Raid or you're convinced that they're going to play No Surprises. I think the 3 printed cost is a good thing, especially since this is in the same faction as the Hunting Anthrocites. Given the latter card is decent in Szeras, and the deep striking ignores "put into play" effect (e.g. Dissection Chamber) this might make a decent Szeras card, although the lack of command really doesn't help
It's exactly the issue I have with Szeras, low Command options. And Necron Elites are no 8/8 Flying Monsters.
