Trying to think of how often I would what this effect or how having the support on the board might change the way my opponent plays. Imagine pairing this with Ba'ar Zul's support and Warp Rift. Planet craziness.

Yeah, and then make it a mirror match.. :)

I'm not really sure it would change that much things...

Ba'ar zul support create a new combat, here you just change the order.

It can affect first planet combat if you get some resources or cards from other planet effect like Taurus, or move a unit with Plannum, but it's really situationnal.

Not sure it will fit in a lot of deck, but we'll see

At least it gives your opponent a lot more to think about and force him to make decisions.

This feels like a great Chaos card because it is frankly hard to imagine how the card will be useful in advance. You need to discover in the midst of the game when and how to use it -- if at all. As such, I suspect most competitive players will not like it very much.

Paying 1R1C for a deploy stall that makes the opponent very uncertain if you are planning anything feels worth at least a cheeky 1 of.

Strikes me as a card that gains the most value with combat movement decks. Ork Tellyporta Pad would be the greatest value due to the fact that it can target warlord, units in HQ, and Orks can also run Boss Zugnog.  Blood Rain + Tellyporta opens up the opportunity to warlord snipe first then use warlord at first planet.  Aside from leveraging Tarrus, Osus, Plannum, Eluoith, Iridial, Atrox in time for a P1 battle Tellyporta adds Yvarn as a meaningful target also. 

 

To a lesser extent Corrupted Teleportarium, but Tellyporta is what gives me the most ideas for Blood Rain use.

Great thing to have out to draw your opponent's Squig Bombing. But I am liking it for the way Chaos's meta is getting more chaotic. This + Warp Rift could be very unsettling to an opponent. Throw in Ba'ar Zul's support and they won't know what to expect.
