First time I saw this, I read it as "reduced BY 1"  and thought it was pretty terrible.  I'm not sure if it is or isn't a good card, but it's WAY better than I first read.

 

Edit: Also, I think it's not very well worded.  I'm pretty sure it means that each instance of damage dealt to units you control is reduced to 1.  But I think that someone will make the argument that any unit you control that takes 1 damage will be immune to further damage for the rest of the first combat round, because "all damage" dealt to that unit is reduced to 1.  I think that argument is wrong, but I can't readily point out the flaw in it.

The card text, and the cardgamedb text are off. Cardgame says:

 

"reduce all damage dealt to each unit you control.."

 

Card says:

 

"reduce all damage taken by necron units..."

Really strong effect, particularly against elites, but it is quite costly.
