Does this guys ability mean you can deploy your opponents signature and loyal army units too when they are on the top of the discard?
Yes, as long as your enslavement dial is set to the same faction as the unit in question

Yes. I think you are referring to Shrieking Exarch so -> yes, you have to discard 2 cards if you want to deploy that unit. Just like you would have to pay any extra costs for other cards.
"Deploy" always means you have to pay all the costs (ressources and any potentional additionals like sacrifices/exhausts) whereas "put into play" would circumvent this.
