not too fussed on this card, only option that would really be taken on this is +1atk on a warrior.
+1 resource could be good if you need it for something urgently, but 1C to get 1R isn't exactly the most ecstatic sig card out there
I find this card confusingly worded.
Does this let you choose between:
a. [1 resource and +1 atk on a warrior] OR [exhausting and moving a psyker]
b. [1 resource] OR [+1 atk on a warrior] OR [exhausting and moving a psyker]
c. 1 resource all the time on top of either [+1 atk on a warrior] OR [exhausting and moving a psyker]
Currently we are playing A, but some clarification would be nice.
If it is B though why doesnt it say 'or' for the same reason it should say 'and' if it was A.
Which is why I think this card is not very well worded.
When listing three or more things in a sentence, the comma has the same meaning as whatever conjunction is used. For example:
"I like vanilla, chocolate, and strawberry." It's understood that the first comma replaces "and."
Likewise, you could say "You can have vanilla, chocolate, or strawberry." It's understood that the first comma replaces "or."
Situation A as you describe it would mean that although the sentence reads "You can have vanilla, chocolate, or strawberry" the meaning would be "you can have vanilla AND chocolate, OR strawberry" which is not how English works.
So I agree with LordVampire. There is simply a comma between gain a resource and +1 ATK, so the implication is that comma shares the same meaning as the conjunction (in this case, "or"). In order for the card to mean situation A, it would need to read "gain a resource and +1 ATK, or exhaust a psyker."

I haven't had the chance to try out Talyesin yet, but can anyone who has tell me why this card currently is deemed to only be worth two stars out of five?
It seems to me that the Path is an excellent event really. The ability to either gain resources instantaneously, buff an attacker or its, presumably, very good synergy with the signature Warlocks would surely merit a higher rating than that?
Or am I completely overlooking something that makes the Path Guardian Mesh-grade poor?
It's good, actually. Movement is its main use. Together with Jetbikes, it allows your Psykers to go contest command downstream and then rally with the rest of your forces for the ATK bonus from Talyesin. That's big for a warlord that can't snipe wherever he wants.
The other two effects are more situational, I've found, but still quite relevant.
The fact the event is free and has such versatility with three different effects and action speed makes it very good in my book. Easily a 4/5. In fact, that's what it got in the last warpack review.
