I should've clarified that this is Eldar first with a smaller Tau ally presence.
With a very high Command presence and a decent supply of tricks, this could be a nice shutdown/denial type of deck. I should've used the Control tag on this one, perhaps.
I really like the looks of this deck. I imagine this deck will dominate the command phase since every single unit has at least one command icon. I feel that promotion might be overkill in this deck. I would personally trade it out for another No Mercy or Even the Odds.
