Full on support mode.
I really want this to work, but I am skeptical until I have playtested it thoroughly.

Total Cards: 0
Focus on support with synergies from Enginseer and Conscripts.
18 units that have 1 cost per command symbol.
Try to take as many battles as possible on green planets, obviously.
Card Breakdown --------------------
Preemptive Barrage: Because this is an awesome event
Ammo Depot: Because we need a lot of cards Inquisitorial Fortress: Answer to AoE units Rockcrete Bunker: Instead of shields Staging Ground: Ambush, but also just to be able to deploy stuff with resources from command phase Troop Transport: Awesome card with Worr
Captain Markis: Solid unique unit that can exhaust those heavy hitters/AoE Enginseer Augur: Synergy with supports Infantry Conscripts: Synergy with supports, Heavy Hitter Iron Guard Recruits: Command Ratling Deadeye: Command Shrine Guard: Command Sanctioned Psyker: Command Tallarn Raiders: Command Void Pirates: Command + Cards Caius Wroth: Unique and good synergy with low cost curve and ammo depots
The good thing is that all command units are at least not useless in combat at green planets.
Major Risks: ----------------- *No shields *No Promotion *Tempo because of all supports ... hopefully offset by low cost curve and using Staging Ground to deploy after command phase *AoE is a big risk ... Troop Transport and Staging Ground help not being there when the AoE hits, and Markis can help exhausting them, and Preemptive Barrage can help kill them before they get a chance to use their ability

Played a few games against Cato and Shadowsun and was really happy with the results.
Had a good command game, and did not have a significant tempo loss due to all the supports, because of low cost curve and winning command.
Pre-emptive Strike and Summary Execution worked well together. Conscripts were deployed as 14/5 which was nice.
Of course the absolute MVPs of the deck are Troop Transport and Forward Barracks.
It is a mindset change when playing with so few events. Both you and your opponent knows the outcomes of the battles to a higher degree of confidence. Your opponent more so.
Suppressive Fire, Emperor's Warrant and Markis is how I deal with AOE. Also Inquis Fortress when it's absolutely needed. With so many answers I feel safe knowing I'll probably have some tool in hand to get around AOE. With only 1 Markis and no Suppressive Fire that would be my worry for this build. Adding extra events would go against the philosophy of the deck. Maybe bump Markis to 2x to increase the likelihood of seeing him early or go to three Inquis Fortresses. Though you play with ammo depot and an extra Markis in hand could cause issues.
Played a few more games against Space Marines with good results. Removed Allegra as her ability does not really add that much to the support cards in this deck. Added Caius Wroth and this proved very successful, as there are good synergies between him and a low cost curve, as well as ammo depots.
Yeah. I think that I need the conscripts in my deck. Sadly, I'd need to run more hammers.
I just put together a very similar deck without the ammo depots (wanted shield cards and suppressing fire for SOME surprise). I'll be taking some ideas from you, for sure.
