I'm trying to think through why you've chosen AM over Tau. It's not the wrong decision by any means, but Tau is the more common choice for a reason. The only logic I can see is the use of the Hot Shot pistol to keep units from having damage removed; am I missing something else?
Now,the reason why I chose Cato instead of tau is simple. His event and his signature units.his event can one shot elites (chaos flying dragons ) and his signature units can move them to a planet you don't need. I am thinking of putting an Exterminatus

You go with AM for suppressive fire. Cato has answers for elites: the aforementioned suppressive fire, fury, and extermination. Those are the cards I have in my Cato elite counter deck.
If your focus is countering kugath elites, you should consider exterminatus. Part of the power of the chaos elites is deploying them later in the planets and then teleport them to battle. So if they play one of them down the line you can use exterminatus to counter.
