The upcoming Ork Warlord will do this thing better, of course. The problem with big expensive units for Coteaz is that it becomes very uneconomical to keep his ability text going.
You can do the vehicle thing still, I'd just be aware of the deck's weaknesses and work around them. I'd start by dropping the Enginseer Augurs, then take out all the support picks you made because of the Enginseer Augurs. For sure, keep trying the vehicle deck, but be aware that if you are going to run high cost units, you also need economical ones. Consider Snotling Attack, and try to boost your command presence with the 2-for-2s (Sanctioned Psyker and Iron Guard Recruits).
Broadly what you've done here is try to build two concepts at once: vehicles deck and supports deck. Pick one, and focus on it more, and don't lose track of command presence and cost curve while you do so.

A few changes I'm going to try are: -2 Enginseer Augur, -2 Mordian Hellhound, -2 Seraphim Superior Allegra, -2 Imperial Bunker, +3 Iron Guard Recruits, +3 Imperial Fists Siege Force, +1 Preemptive Barrage, +1 The Emperor's Warrant.
I'm keeping the Assault Valkyrie and Dozer blades, because they often come up in my initial draw allowing me to bully planet 1 and generally my opponent can't do much about it. (There's really nobody that plays DE in my meta, which helps.) The Enginseer, Hellhound and Seraphim Allegra weren't doing much of anything and with less costly units the Imperial Bunker is also a waste. I'm going for Iron Guard Recruits to help with command and also because they can still attack, as opposed to Sanctioned Psyker. The Siege Force also helps indirectly with command by routing those Allies.
I'm also debating making a few swaps to fit in a couple Eager Recruits.
Always good to see new deck builds, as experimentation is how we develop.
If by often you mean 17% of the time without mulligan, 31% with mulligan, then sure! Coteaz's 8 card start helps a lot here: when I was crunching the numbers to get Death From Above to work with Baharroth, it was a lot harder!
