Why did you decide to exclude Vash'ya Trailblazer, Stingwing Swarm and Rangers?
Rating will come later. I think it's important to note that Shadowsun can make use out of Void Pirates much better as any faction. Putting +2+2 on him actually makes him worth much more in Tau than perhaps any other deck (with AM comming close due to Supressing Fire).
The deck name says it all, I think. Clearly this is a Warlord hunting / first planet bully deck!
There's enough command tricks to run a decent showing in that phase, though not the dominance of command we normally expect. The trade off is more hitting power!
Beware though: this deck is very easily answered. As you say, Eggs in One Basket.
Archon's Terror, Inq Fortress, Indomitable: these will all ruin your day. Also, you'll need a friendly planet draw (matching icons across first three planets) to have a good chance of winning here.
Essentially, its a different approach to the Chaos-Rush deck, done out of Tau. I read it as a fun archetype, T2 in performance because of high variance and answerability, but with some luck and the right meta, perfectly playable.
