Its good, though you may find Ssylth Mercs hard to play. Part of this is cost curve: with 11 of 28 units that cost 3 or more, you run pricier than most decks, so its likely your 7 resources will go down faster, especially as you don't run Promotion. Another is that you don't have anything by the way of "free deploy turns" as some other faction decks do, so you may find that after you have passed your opponent will buy the Merc, and you won't be able to buy him back till the command struggle has passed.

 

One fix to this is to drag the whole cost curve to the left, and find room for 3 Promotions. That changes your whole deck, of course.

 

The second fix is to straight swap out Ssylth Merc for Hellion Riders or Sybarite Marksman, which are safer plays with their own advantages to compensate for their worse statline.

 

Starcannon / Wild Rider is a good combo, but building around any combo that requires collision of 2 specific cards is always high variance. Any time you draw the Starcannon without a Wild Rider, its just a single shield.

 

Great though Armourbane 3 attack with an escape / leap in ability is, I'd be very inclined to drop the Starcannon for a more consistent 3 x Promotion. For me, the goal of Eldar / DE is to get command solidly enough so you can draw and afford to play Archon's Terror and Gift of Isha. Everything else is just enabling those cards!
