I owe great gratitude to Prower -- his Mill deck is super inspirational and definitely powerful after many practices http://www.cardgamedb.com/index.php/wh40kconquest/warhammer-40-000-conquest-decks-section/_/warhammer-40-000-conquest-decks/1st-place-gnk-mill-deck-r621
I basically follow the how-to-play mentioned in his deck. Besides, I made last minute changes of putting two copies of Archon's Terror bc it always helps me win critical planets.
The lesson from my lose to Salaine is that Urien might be an unexpected threat to any other non-DE warlords, but nevertheless he is relatively powerless in DE civil wars. Always keep in mind that you need more than 3 units in your opening hand!

That's a real low unit count. With so few command cappers did you find this deck started well consistently for you?
I agree with putting Syren and Terror into the deck. I didn't have them in for a tournament this weekend and felt both cards would work great in the deck. Urien for me almost always got bloodied before the last battle so Terror wouldn't even be that hard to play when it's most needed.
I played a Zarathur deck that was a pretty mean matchup. Had Squig Bombin, Ammo Depot and Ork Kannon. I couldn't choke his hand. He could take away my Palace and Crucibles. Also those Kannon's could clear my command cappers (I had 3x rogue traders, 3x void pirates, 3x Incubus Warriors, 3x Eldar Survivalists).
Some really bad matchups keep Urien from being a truly consistent warlord IMO. Though against other warlords he is really sadistic.

I almost mulligan in every match for having solid command cappers and it did work for me consistently. And you are right, those low HP capping units are vulnerable to counters like Ork Kannon. Not sure if Chaos would fit your play style but I would recommend allying with Chaos to include Seer of Deceit or Chaos Fanatics. Another thing, do not rush to your victory -- I usually let my opponents win the first one or two planets to exhaust their steam.
Switching to Chaos is an interesting idea. Certainly Warp Storming into a Klaivex feels like a nice game closer.
I'm open to shifting my deck and play style because I believe it's strong but inconsistent. I'd lose the Survivalists and Warp Spiders in the exchange. I think the Seers and Fanatics would give me less defenseless command units. Seers might just be a straight up better include than Survivalists. The only thing I'd really miss is the Warp Spiders. They really play well together with the Crucibles to keep trashing away threats.
I can confirm that's usually not an issue. I run even less shields in my deck since I run more command capping units to force the choke early. The opponent is usually facing you with pretty lame combat units, and you usually are just trying to draw out the game until they run out of steam. The Klaivex win you the battles when a good combat unit get's through your choke/mill. Searing Brand and Archon's Terror will just remove threats before they hit you.

Did you find yourself hurting with only 5 2-shield cards?
Not exactly, I kept avoiding unnecessary fights and just let my opponent kill low-hp capping units.
