I'm interested in the choice of 2x Death Serves when you run only 7 vehicles. Do you find that you reliably hit your triggers with it?
Yes. In my other decks I run 5-6 vehicles and still managed to make 2x DStE work efficiently, so with 7 vehicles it's near trivial. The only issue here is the ~half of the vehicles are 3 cost which effectively makes it an alternate Gut and Pillage that you need your opponent to trigger for you, however given that the SLC is normally the first target (or at least one of the vehicles by extension) anyway it's not too difficult. It that gives you the resources to play your other combat tricks like the Staging Ground and Emperors Warrant, or to just set up the next round's deployment phase.
Interesting choices. I'd be inclined to get a 2nd Refuge in, and a third Fortress, and would lose two Units to make room.
Thing is that you would want to have as many cheap units as possible to both fuel the command engine whilst having the bonus effect of being extra Staging Ground targets should it come into play. Without the Ammo Depot you're more dependent on raw command, so the extra units are a necessity.
The extra Refuge would be nice, but I think an extra Fortress is unneeded. You've already got 2 Warrants, 2 SF's and 2 Markis', so with the Fortresses that's 8 control cards, along with the psuedo control of Exterminatus. If you were going to add more it should be in the form of an event since, unlike the Ork version, you don't mind having a clogged up hand
