This is attempt to prove that Orks can do balance.
I put this together based on my own template for balanced decks. The discussion thread is here:
As well as following the template, it is inspired by Ashra's Top 8 Gencon deck, but it now benefits from a much better double shield (Rok Bombardment), a very strong resource generator (Skrap Nabba) and a superb shield wall (Front-line Hard Boyz) and more 2 HP cappers. I haven’t tested it much, but theory suggests that it is playable.
Strong units are Snakebite Thug, the Flash Gitz (if they get to attack twice in one combat turn, they are doing 4 damage, more if Nazdreg is present) and the Snotlings (4/4 for 2 equivalent). The Snotlings could be replaced by the Warbiker, which is the more common choice, but I would like to try the Snotlings out because they are a swarm to counter swarms, and they could be a problem for Worr and Kith, whereas they have tons of ways to deal with a strong ATK, low HP unit like the Bikers. They are also a shield, increasing the deck’s toughness, and can be used after drawing them with Ammo Depot during combat. On the other hand, the Snotlings have anti synergy with Dakka and Roks, lack a hammer and don’t benefit from Nazdreg’s ability, so I can see the argument for both.
Resources and Cards: 8 x 1for1s, 6 x 2 for 2s, 3 x Promo, 3 x Ammo Depot, 2 x Skrap Nabba and 2 x Bigga is Betta. I’d say this is pretty strong for Orks. If Skrap Nabba is not answered he will generate enough resources to play the expensive events. Void Pirates could be swapped for Rogue Traders, and the other 1 cost units could be swapped out too for something else (I just picked them for their 2 HP).
Control - Suppressive Fire and Squiggify. Both very good, though Squiggify is expensive. Note that both Rok and Squiggify are good against Worr’s units that can’t retreat. Kraktoof Hall is brilliant. Rok Bombardment is a weaker control card. The Front-line Hard Boyz can also save you from threats.
Swarm/anti-swarm - Snotlings. Rok Bombardment. Cheeky copy of Dakka just in case.
Double shields - A whole eight of them! Take some damage, but don’t let the Boyz die. Extra defence comes from the signature attachment and Front-line Hard Boyz.
Anything else - The signature attachment is Squig Bombin’ against supports. Battle Cry for the dream final battle scenario where you have a load of Snotlings out. Maybe swap this for another Front-line Hard Boyz or Skrap Nabba.

Apologies, first submitted deck of mine, and I am not sure how to edit it.
Quite an orthodox build, I like.
That said, would likely cut a few events for more units, and maybe swap 2~ cappers for units with more teeth like the Bikers (or Maniaks if economy allows), since you already got Depots to cover weaker command.
Tentatively speaking...
-1 Dakka OR Battle Cry
-1 Snotling Attack
-1 Iron Guard Recruits
At least +2 units: any combination of Bikers or Maniaks.
+1 Squig Bombin (screw this meta) OR Tellyporta Pad OR Staging Grounds (if you add Bikers) OR a third unit.
