Death Serves the Emperor and his Black Templars. And that is meant in a very literal sense indeed..

Deploy an Elite vehicle, say, the Black Templars' Dreadnought on a blue planet, ideally Carnath, and use Mavros ability to trigger battle abilities at your leisure, Plannum, Ferrin, Tarrus, Y'varn etc.
The nice money-making combo comes when you have both a Death Serves the Emperor and a Fall Back ready in hand when one of your expensive vehicle Elites is destroyed; play them in that order to rake in resources and get the vehicle Elites back to your HQ in pristine condition.
Do note that Mavros can potentially set off the money-combo himself during all four phases; if you have a damaged Sword Brethren Dreadnought with one HP remaining at a blue planet, you can essentially rake in the cash AND get it back to your HQ; lets say you do this during the Deploy Phase.. that means 2x stall, £7 extra to spend, and now the Dreadnought's Unstoppable specialization can be triggered again this round once it follows Mavros to battle..
The Blood Angels Veterans are mostly included for the classic deploy-stall combo on blue planets and for a potential powerful swing with Vow of Honor[sic] during combat; they could probably be swapped out for other things.
Possible other includes might be Suppressive Fire, Librarians, the Deathwing in tactical dreadnought plate, or perhaps even a few Standard Bearers. No Mercy isn't a bad Mavros choice either.
The Land Speeder is there to deal with swarms. One might consider lowering these to a 2x if deck space is too tight, put it is a very powerful unit in general.
Ideally, the Jump Pack is either a good shield or a £1 deploy stall that goes on the Champion when it's time to swing.
The Initiates are chosen over Pirates, Neophytes or Shrine Guards to give maksimum leeway for Mavros' spike damage ability.
Players finding themselves in a meta that rarely features Dark Eldar may consider removing Backlash to make way for tricks, one-for-ones or more shields if they like. I mostly include Backlashes here to keep the Land speeder fit for duty.

I've got a similar deck lying about somewhere. Main thing I'd recommend is dropping the Halo for a second Clearcut Refuge given that the Relic status of the Halo conflicts with the STC fragment (and because Clearcut is just damn good). Also, 3x DStE and Fall Back is overkill especially when your only mid combat spending trick is Maxos, so I'd recommend cutting them both down to 2x (or just one of them and go up to 51) and adding in 2x Standard Bearers. I'd probably just replace Maxos as well but that's moreso because he's an easy to kill target.
Yeah, I used to run Standard Bearers too, but I found I would rather spend the cash on other units. And I've never played with Iron Halo before - it used to be 2x Jump Pack, but there are few good targets, save for the Champion, for that nowadays.
