Personally if I'm facing Orks with a command superior deck (which many will be compared to this) I would focus on resources and not bother as much with cards unless I know I can play them out. What does the deck do against this strategy?
If they are denying themselves of cards, then you're ahead. That means they have paid for a card in hand to fulfil a purpose - command or combat - and in this case command, and then they have actively chosen to deny themselves of the rewards generated from that investment in order to prevent the repercussion of Smasha. So translation: You're ahead.
Orks shine in a pure-combat situation with few tricks, so having no mercy and them having few shields in hand puts the favor of the battle in your hands - at least that's what I've found. I've had opponents not draw 4, 5, and 6 cards before in fear of a single smashsa. Every card is an option; so whether its a unit or a shield or a drop pod assault, cards are the most valuable resource in the game, and you're either denying them that resource, or you're punishing them for utilizing that resource.
